Rules are made to break is a false narrative. Rules or laws are brought to maintain peace among the public. 

Type 1
Most of the people who break the law feel high. After breaking they say, "did you see. I don't have fear for anyone. No one can touch me. I know everyone from the
government. If anyone tries to touch me I can sack them as I am a highly influential person."

What happens when a person breaks the rules?
The person who breaks the rules will become an example for society. Suppose if he escapes from the punishment without any fine, then others will also follow his path.
They will get a feeling that why only I should follow the rules?

What happens when a person makes money illegally by breaking the rules?
As explained in the above answer, the person who makes the money illegally without struggling will become an example for society. Suppose if he escapes from the law,
then others will also follow his path. They will get a feeling that why only I should follow the rules to earn money? When that person is earning so much money without
any struggle. Even I will start making money in the wrong way. 

This gets reinforced from one person to another. Finally, everybody will start breaking the rules that result in corruption.

Type 2
There is a severe punishment for the people who get involved in rapes. Law is already formed. The person who gets involved in the rape knows that if he gets caught he
has to face the punishment as per the law, but even then he gets involved in rape. Now, whose mistake is it, whether government or the person.

Now you might tell that, "the government should bring even more strict laws to combat rapes. The government should chop the head of the person(who is involved in rape)
in front of the public."

Let's assume that the government brings a very strong law to combat rapes.

In many rape cases, the innocent guys will be punished knowingly or unknowingly. Suppose if an innocent person is punished by chopping off his head who is responsible?

Keep in mind that a woman's word is as strong as a conviction. A woman's word that you raped her is enough to put you in jail for at least a day until you get bail.
The man has to show evidence that he did not rape her.

Even police officers would be powerless in such situations. If they do not make an arrest, the newspapers and media will be out for their blood, and self-proclaimed
human rights organizations will stage a rally. Feminist organizations would call for the rapist's heads to be chopped off. Indeed, if you are wrongly convicted of
rape, your life will be a living hell unless you make a deal with the girl.

If everybody believes the laws are meant to be broken, there will be no peace, no matter how strict the law is.
